I received a skills approval letter from Alberta, this letter allows me to challenge the blue seal exam. Can i use this letter as evidence on provincial certification so i get 50 points.
I currently in Africa and i have no idea of how i go and seat for the exam.

No. You need a provincial or Red Seal license. What is a skills approval letter? You need to come to Canada to take the exams.

Thank you Natugrl for the swift reponse, A skills approval letter is a document hightlighting that you are approved to work in that province but under supervison of a qualified tradesman, and you are now eligible for the Trades Qualifier Program.
I would want to seat for the exam but which VISA should i apply for which is aligned to this Program.

So for Express Entry, you cannot count 50 points. A letter is not licensed. Your letter is to be an apprentice. You need to apply for a visitor visa. To get a TRV, you need to show funds to travel, travel history and ties to return (job letter with approved leave, spouse/child, income properties, business etc.). Chances are low to get a TRV to take an exam but you can try. You cannot work in Canada but just take the exam.

Why did you get such a letter if you cannot work in Alberta?
