Send an email to the MP who represents the neighbourhood you live in. The MP represents your interests in parliament.
I'm applying outside Canada, should I send the email to MPs representing the constituency of my university's neighbourhood

You can try if you are living in the same area. They may or may not help you because you aren’t actually living and paying taxes in Canada. All they can do is call and see the status of your file. They cannot ask for expedition or to review file.

How can I request MP for my application decision
Considering you’re a foreign national , who cannot vote and not approved yet to come to Canada , I wouldn’t get your hopes up from getting assistance from a MP. More so, since Parliament has been recessed for the Holidays and they’re on the Christmas break

I don't think there's any point contacting the MP if you're not living in Canada. This path is for people living in Canada. The MP doesn't represent you in any way.
