There are not many jobs for tailors in Canada so it is very unlikely that you will be able to be a job offer/work permit to come to Canada as a tailor. You could try to get a visitor visa but you would have to show that you have a good level of savings, have strong ties to Afghanistan (like well paying employment, property ownership, spouse/children in Afghanistan) and previous international travel (specially to countries like the US, UK, etc.). Given the current economic issues in Afghanistan and the number of citizens applying for asylum across the world it will be incredibly difficult to get a visitor visa or most forms of temporary visas/permits out of concern that the person will not return to Afghanistan.
