I dont have any sibling. We are planning to adopt my wife's real brother daughter as her mom left her.. and father is not able to take care of her financially..

Sure you can adopt her legally according to that country’s laws. But you cannot sponsor her to bring her to Canada. As mentioned parents are alive and not being able to financially care for them is an adoption of convenience. So you can adopt her and support her within her country.
