Hi - I applied for my new born daughter citizenship certificate who’s been born to a Canadian national mother living outside canada, it’s been 7 months since we applied however most recently we received letter from Program Support Office that our application is delayed and has been referred PSO for additional review. Can anyone please share their experiences on what does this mean and how long does it usually take for delayed applications for citizenship certificates to come through?

It means something on the application is not matching up with their records, and they want to ask you about the discrepancy. You'll get a letter later on telling you what the issue is, and a request for more documents to resolve the issue. There is no established timeline. My application took 2 years from start to finish; hopefully your daughter's does not take that long.
