When to start applying for working holiday visa?

Hi all,
I'm currently looking into the working holiday visa for someone coming from France. From what I see the pool is closed for 2023, and the pool for 2024 is yet to be announced. My question is when can we start applying for the visa again? Is it the moment that the pool for 2024 is announced, or can we submit an application before it and be automatically enrolled in the pool once it's announced? Also if we are the first batch to get in the pool, how long approximately is the wait for us to be picked up?

You have to wait for the program to reopen for 2024 before you can submit your application into the pool.

Draws are random so there are no timelines for being selected. Might happen right away, might take a while, or might not happen at all if the pool is over-subscribed.
