Is a company offering a job in Canada with a visit visa after reaching convert to work visa a scam?

Hello all,
I got a job offer at New Leaf Foods in Scarborough, Canada. Through a visa consultancy named Truvalue Immigrations. They offer a visit visa to Canada, then convert it to a work visa after reaching Canada. They are asking to pay CAD 1000 for the HRDC approval letter, sponsorship, and biometrics. They already shared an offer letter and an HRDC approval letter. The HRDC letter does not have any application number or serial number but has my passport number. Please check the attached images. A few others successfully finished biometrics in India, but their visas got rejected. Please share your valuable opinion about whether the offer is genuine or not.

You cannot convert a TRV to a work permit…that is a lie. You need a job offer with approved LMIA. HRDC is the name of a department that doesn’t even exist anymore. Most likely being scammed.

Yes, this is a scam. Don't give them any money.
