Not yet, My oath ceremony was on Nov 7th still waiting for E-Certificate.
Office: Mississauga, ON
Hello.. my wife had a similar issue and was waiting for her e-certificate for the past 8-10days. We then realised that when she sent the signed oath affirmation form to the email provided in the pdf. She didn't receive an automated acknowledgment.

So she tried resending her signed oath affirmation form to the email ID from which she received her oath ceremony details and immediately received an automated acknowledgment and was able to download the ecertificate the very next day.

Give it a try! Hope this works for all those waiting on ecertificate.

Hi! If you don’t mind me ask, how did the interview go?
it was okay, the official asked to see all the original IDs (I submitted with my application) including the 2 passports I had during my eligibility period. She asked about what I am currently doing, the interview lasted 10 minutes. The official said she needed to calculate my physical presence as a non-permanent resident and make a decision. She said I should hear back soon.

I have already submitted the oath form from a different Email ID, I did receive acknowledgement email from IRCC but still not able to download the E-Certificate from the following site.
