IMM 5406, what to do, have no info on half siblings

Hello this is regarding the IMM 5406 Additional Family Information form which asks to list siblings including step/half siblings.
I will be sponsoring my wife who has no relationship at all with her half siblings from father's side. In fact, she's never met her father and his children(her half siblings) and doesn't have name or date of birth info about them. So in this context, is it ok to omit them and offer this explanation? Or is it really that important that even if she's never had contact with them, she must still get their info and list them?

Better if she can get the basic informaiton, but otherwise - yes, letter of explanation.

Will the explanation letter be sufficient to move forward with the application? My wife will be going to their local union council to see if they can give her this info or contact info but they may not, so I would just write the explanation letter then I guess.

No.

Probably won't be a major factor, possibly not at all. In some circumstances might be slower if they decide they need to look into it further.

I wonder if IRCC will actually to verify how many siblings do the applicant has in a family sponsorship application, as the siblings are not a factor for the decision of this kind of application?

What's your point?
I mean in PA's case, missing a sibling is not that important for his case. with or without this sibling has no impact on VO's decision, so i think it's not a misrepresentation.

That would be up to IRCC to decide, and there are lots of cases where it might be relevant (or IRCC could decide it's relevant).

So sure - they might not find out, it might not matter.

Or they might - and then bad stuff can happen. Misrepresentation, ban, various others.

Conclusion? Leaving them out purposefully would be stupid.

(And yeah, I've seen some cases where it ended up being a deal, years later.)

IRCC has pilot program to allow refugees to sponsor undeclared family members. How come they don’t see these things as misrepresentation. I doubt they would see undeclared siblings as misrepresentation for refugees or other kinds of immigrants.

Is that a question, or just a statement of opinion?

I can think of situations where they would very much see it as relevant, material things that would have, if known, caused an IRCC officer to evaluate things in a different way and check more things - and therefore meet all the tests of misrepresentation.

If you disagree, fine - don't declare and take that risk. As I wrote, my opinion is that it would be stupid to purposefully leave out siblings (even half siblings) when you could just provide basic info (whatever you have) and explain that they're not close, etc. If you think it's clever to do so, that's up to you, as would be the consequences. (As probably would be clear from my comments above - some applicants would get away with it, and think themselves clever. That's the nature of rolling dice)

That’s what they are doing now for those refugee applicants and it could be misrepresentation so I am confused about that. By the way, I am single and the only child of my parents then I have nothing to hide, so you can calm down.

I can't speak for the refugee applicants program. It is very much an exception to their regular rules. IRCC making an exception in one area doesn't help anyone not covered by that exception.

It's also a red herring: the exception for refugee applications is about undeclared immediate family members. Leaving out other family members because you don't want to include them is NOT covered.
