Can I apply for my SIN renewal if I have my eCoPR number but still waiting for the download email?

Service Canada usually take a photocopy of eCOPR. So you have to download eCOPR and then go for SIN update.

Anybody waiting for portal 2 from last week? I got portal 1 on October 23 and replied on October 24. Still didn’t get anything yet. Not even automatic reply. I looked at the excel sheet for Montreal VO and found out most October 23 got portal 2 by October 27. My PR application took 28 months to come in this stage. I don’t know how long it might take.

I got all my sections completed in the tracker on Oct 03, Called IRCC twice and they said they sent the pre-approval email but I didn't get it. So the agent said they informed the officer about it. Since then I've heard nothing, no emails.

What can I do? And is this normal?
