What is the best pathway for an Ukrainian open work permit holder to get to permanent resident status?

Also can the person leave the country, say for 6 months and then come back to Canada?

As of now there are no special economic immigration streams. They need to qualify and apply just like anyone else through EE, PNP, Quebec Skilled Worker. There is no single best pathway.

Are they trying to work as a physician and what type of physician are they? Would not suggest long absence from Canada if they are trying to maintain temporary status in Canada. There could be changes at any time to the special programs for Ukranians
