Teer 4 is eligible bc pnp

Could anyone pls help to guide if teer 4 (financial assistant-Accounts receivable job) is eligible for BC PNP? I tried calling few consultants and none of them is certain about the answer?

i dont have enough scores for EE. so only looking for BC PNP
