Does the reassessment of NOA going to affect my PGP application? I want to increase my last year income in order to be eligible for PGP.

That's not mandatory, he is asking spouse to be included as a cosigner not as a dependent for PR, You can declare spouse as a cosigner even if she was not included in EOI2020 as long as she meets income requirements.

Also question regarding birth certificates, my parents don't have a birth certificates available? Not sure if we can reapply for this in India? Or is there an alternate option?

Do you also include the times when you just travelled for a couple of days? For example, my mom went to the US for 3 days, and also to HongKong and Macau for 2 days in the past 10 years.

She is not eligible for being financially and emotionally on her parents. What is her physical/mental disability that prevents her from working, going to school and living independently? If she is disabled then show doctor’s notes/assessments, proof of rehabilitation/disability etc.

Most likely not. You would need to prove she has a condition serious enough to be classified as a dependent above 22 years old. This would mean something beyond / much more serious than being emtionally fragile.

Parents birth certificates are only required if you are applying for grandparents. If only parents then you need to submit your BC to proof relationship. Also, if you have parents graduation or 10th markssheet that can act as a birth proof as well.
