Parents sponsorship question

My nephew submitted the initial application for his wife parents sponsorship because his wife didn't have enough income then now he received the invitation letter but it's only addressed to him since he submitted it. The letter stated below:

"This invitation is not transferable. For example, you cannot use it to sponsor your spouse’s parents or grandparents or give it to a friend or other family members".

Can he be a cosigner or he can't?.

They should have had his wife apply and then he could have co-signed if the wife was chosen. This is what I found on the CIC website: https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1356&top=14

"
No, you can only sponsor your own parents and grandparents.

If you want to co-sign your in-law’s application, your spouse or partner must be the one who received an invitation to apply as a sponsor.

Even If you receive an invitation to apply, you can’t:

  • use your invitation to sponsor your in-laws.
  • use your invitation to be the co-signer on your in-law’s application.
  • transfer your invitation to your spouse or partner for them to sponsor their parent or grandparent.

His wife should have submitted the expression of interest. The invitation letter your nephew received can only be used to sponsor his own parents. It cannot be used to sponsor his wife's parents.

Yes, he can co-sign an application for his wife to sponsor her parents. However his wife needs to receive an invitation letter herself. The invitation letter he received cannot be used for this purpose.

Unfortunately they messed up and the invitation he received is useless for sponsoring his wife's parents.
