when you called the visa office , did they say your visa is issued if so then now it’s with IOM .

You signed the loan document. That is not your flight ticket.
The good news is that you passed the interview, but you have to wait for your background check and medical results to be cleared. Then a final decision will be made in Ottawa. After that, IOM will consider scheduling you on a flight.
