This might be a long post so bear with me all. My case is really complicated. I landed in Canada as a student in 2016 at U of R and studied there for two semesters. During the second semester i got extremely homesick and was unable to focus on my studies. I failed in numerous courses in the second semester. Couldn't even get out of bed to perform the most menial of tasks. I decided to change program and DLI and opted for a diploma at SAIT. I completed my first year of Diploma successfully, but unfortunately mental crisis hit me hard once again in the third semester, Secondly, there was no one to guide me to not take seven courses. I took the full course load of seven courses in the hope of finishing the diploma quickly. But only managed to pass three out of the seven. I lost a lot of money in tuition. I should have been done by now if not for that particular semester. Long story short, I studied continuously from 2018 to 2021. I got my first study permit extended in 2020 and received another one valid till 2022 March. From 2021 April to March 2022, I did not study at all. Neither did I work during that period. I got severely depressed and kept to myself and spent all day at home doing nothing. My family was providing me with funds. Keep in mind never for once have I worked full time in Canada not even in summer gaps. My family was financially able to support me with all my needs. My father kept on insisting me to apply for an extension from there before leaving but I wasn't in the mindset to listen to anybody. My situation got so worse that I became homeless for a few days after getting into an argument with landlord. Upon hearing this my father immediately sent me a ticket and brought me back home. I overstayed my SP by almost 2 & 1/2 months. Left voluntarily in June 2022, my SP expired in March, Now after 1 year passing by and finally feeling better mentally I decided to complete my diploma. I only have four courses left to get the diploma in hand. We paid the tuition fee in June and then submitted the application in July and received the bvl yesterday. I was so optimistic and was waiting for the PPR to come today but to my dismay it was a refusal that mentioned only one reason:
I am not satisfied that you have truthfully answered all questions asked of you.

I am so confused. I have answered all the questions truthfully and to the best of my knowledge. I don't know why they said this. I have previously received visas on first attempt and never have i been refused from anywhere. This was the most disheartening moment for me. My goal is to just finish my diploma as I've already poured so much time and resources into it. I don't care about the pgwp or staying in canada I was already sick of it. Neither do my parents. All they want is to see me finish my studies.

Now please guide me on what to do next. This has been one of the worst days of my life. I'm completely broken. Should I order GCMS notes and reapply.

So order GCMS notes. If you were in Canada from 2021 April to March 2022 and were not studying then your school would have notified IRCC to cancel your study permit. You were not a student if not studying so had no status. So you would have overstayed over a year unless you changed your status to visitor. So you didn’t answer questions truthfully, if you said your overstay was only 2.5 months.

Thankyou so much for your response Naturgrl. I did not even think of that. Secondly, another question is should i treat this as a fresh application and submit all the documents which I submitted initially like police clearance etc.. Or just bank statement, proof of enrollment and tuition payment is fine since they already have that record on file. Reason I'm asking this is because I think i submitted too much unnecessary information like doctors notes, transcript etc which caused a significant delay What is the best route should I make it plain and simple or justify the gap incurred.

You provide what you need to obtain a study permit - funds, LOA, justify the program, doctor’s notes etc. You were in Canada without status for over a year so that is not just a gap that is a big overstay. It is serious because you were in Canada illegally/without status for so long. That is an issue with IRCC. You need to show that you will not overstay again so job opportunities. You aren’t eligible for a PGWP. Honestly chances are low for approval because of the overstay. Can you complete the program online? If not show that you want to finish the program and return home.

It is serious because you were in Canada illegally/without status for so long. That is an issue with IRCC. You need to show that you will not overstay again so job opportunities. You aren’t eligible for a PGWP. Honestly chances are low for approval because of the overstay. Can you complete the program online? If not show that you want to finish the program and return home.
Yeah the problem is these are all lab courses and they are not offered online. But the thing is they did not mention anything about breaching study permit conditions. They only mentioned about not truthfully answering all questions asked. My friend says maybe i made a mistake in information provided and it might have not matched with their records of my previous applications. Should I order the GCMS notes and then apply cause i don't have much time for winter. Also he said to wait before reapplying and let some time pass.

You need GCMS notes. Not answering truthfully may be because you didn’t mention your overstay or that you didn’t study for over a year.

You need to see what your GCMS notes say.

In my opinion it will be challenging to get an approval given your history in Canada and the fact you lived in Canada for a long time without successfully completing a program.

Would personally suggest looking into whether you can transfer the credits to a school in your home country. As already mentioned when you didn’t study you could have lost your status so you could have actually been studying without status sometimes. You also had 2 significant mental health crises so there will also be concern that you will not be able to manage when you return to Canada again. Given that you will not qualify for PGWP if you finish this degree there is likely concern about what your plans are going forward since most would be attempting to remain in Canada longterm. Would suggest ordering GCMS notes but studying this winter will likely not be possible.
