You could get PR after two years of study check the provinces like NS,NB,NL,MN or AB avoid Ontario or Vancouver if you need the PR. Now coming to the reality of life in Canada the following occupations are in demand.

1) IT, Finance, and Administrative Services however they always are not well paid but good to study them and remain as a PR.

2) Doctor, Nurse, Medical Practioners are the highest paid professions but its too expensive for even Canadians to spend 5-7 years for such process and Loans need to be paid after getting the work.

3) Truck Driver, Engineering with License (5 Years of time without pay), Lawyers and Real estate sales people do well as an average.

4) Anything blue collar is amazing like Electriciation, Plumbing, Drywall and renovation expert but it takes hard labor.

5) Don't go for useless courses as most of these social sciences courses are not worthy in real life.

Currently Nova Scotia, New Brunswick, New Foundland, Sasketewan, Manitoba, Alberta and Ontario is offering easy PR for its students once they get 2 years of work Visa they can apply for Job and once they get the work they can apply for Provincial Nominee and Express Entry or go for Canadian Experience Class route.

Thank you for a detailed response. Among the provinces you mentioned, which one has the best chances of Provincial nomination in Tech assuming they do a two year course and also work in said province.

Not quite correct.

With 2 years of study you can APPLY for a PGWP which is usually good for 3 years. After completing 1 year of employment in certain NOC codes then you can apply for PR through the different programs you mentioned.

Many provinces provide PNP for the students so they could stay in that province. PGWP is a federal program you could get after your studies however getting a Job for a programmer / IT / Finance guy in Ontario and Vancouver is very difficult.
