Hello,
I have been a resident of Ontario for 2 years and I moved and lived in Quebec for the last 9 months. I freshly moved back to Ontario and I will submit the sponsoring application in around 1 month. I was wondering if I should submit the sponsoring application as a Quebec resident since I have been there the last 9 months or as a resident of Ontario. Thanks !
 
You have moved back to Ontario and are a resident there so you should submit it as a resident of Ontario.

You are living in Ontario. Plus you don't want to be a Quebec applicant. The Quebec government has instituted caps for application approvals and waiting times are much longer right now if you are applying from that province.

It means the Quebec government has place limits on how many PR visas can be issued each year. This is impacting spousal sponsorship applications and resulting in much longer processing times than the rest of the country.
