Hello, I have applied for a closed work permit from outside Canada and it is still in progress. If I travel to Canada on a visitor visa, is it possible for my work permit to be approved at the border or do I have to wait outside of Canada?

It is not possible for it to be approved at the border. You should wait outside of Canada for it to be approved before traveling.
