I've read the link. I was checking the ICES and part of their assessment of the education indicated this :

Post-Secondary education
Degree/Diploma (Associate, Bachelor, Master, Ph.D)
and
Transcripts of record from each institute attended

Note: For ECA purposes, only fully completed credentials qualify for the assessment. Partially completed credentials do not qualify and will be returned. If the final degree/diploma was not awarded, then please do not submit it for assessment.

Instead, I did check other credentialing assessment and able to look into WES. WES did not have a requirement of final degree/diploma. Transcript of records are fine with them.

Yeah, I did go for WES. Not much rigid requirement as compare to ICES. Thank you so much Naturgrl.
