I have the letter of acceptance from my new school..I haven't change the DLI to the new school DLI the previous school admissions letter was for May and I will attend the new school and I already paid 25% school required by the new schoolYou need a new study permit if you have changed DLI and never attended the school on your permit. If your application has been approved
If your application for a study permit has been approved and you change your DLI, you must submit a new study permit application with a new letter of acceptance. You must also pay all the fees for the new application.

It's your choice if you switch schools or not.
Depends where you live but expect at least 8 weeks, not including stamping. Is your medical still valid? Are you going to a public DLI? If you are not changing DLI then ask the school for a new LOA. If the program doesn’t start until May, CBSA may not let you enter early.

No. Your LOI is not a study permit. A study permit is issued when you enter Canada based on your updated LOA from the school on your study permit. If you enter too early before your start date, CBSA can deny you entry too.
