What are my brother’s chances of getting a Canadian visa in the future?.

My brother applied for a Canadian visa in 2018 which was rejected. According to GCMS notes we acquired recently, the consular gave the following reasons:
1. Purpose of visit vague and poorly documented.
2. Applicant single.
3. Applicant unemployed.
4. Letter of invitation not authentic ( long story).
5. Weak ties outside canada.
6. Travel history insufficient to count as positive factor.

Five years have passed since this application was made. Applicant’s circumstances have significantly improved. On invitation not being authentic, this document was provided by a friend who defrauded him. The case was reported to police and its well documented. I understand other reasons can be overcame, but, what of the inauthentic letter of invitation, how can you explain such thing?.

No one can tell you chances. He must declare the past refusal but he didn’t get a procedural fairness letter so all he needs to do is declare the refusal. So in the five years, he has gained travel history and improved ties to return (job with leave, married, children, business, properties etc.)
