What is his profile? Age? Married/children? What family lives in Pakistan? Length of visit? Ties to home country?

So unfortunately he has no family ties, because parents are not a tie. What did he prove to return - job letter with approved leave, his own funds, properties, investments, business ties. He cannot overcome family ties so he needs really strong ties to return. What was the reason for visit? Has he ever applied for a Canadian visa before?

Has he been with the company a long time? Unfortunately he has a weak profile with no family ties, and only tie to return is his job. Does he have a US visa or travel history to UK, NZ, AUS or NZ?

Do your parents have a visitor visa? Have they tried to secure PR? Have they spent time in Canada and for how long? How old is your brother? Has he ever applied to work/study abroad or applied to immigrate to Canada or another country? Do you have other siblings? If so, where do they live? What kind of job does your brother have in Pakistan? Given the economic issues in Pakistan and lack of opportunity many you men are trying to leave Pakaotwn. It will be assumed that your brother is likely planning on doing the same

He has been with the company for more than 2 years. He has travelled/Studied in Netherlands, so has a travel history, not sure if that need to mentioned in the application?

lots of single people are applying so it does not make sense to give visa only to people having wife/kids back home.

your best solution is to apply for detailed refusal notes/GCMS notes; then apply he is 40 and still single . In his specific case, having a wife and kids back home would have made a huge difference in final results. Thats his weakest point of the application.
