You can only apply for citiznship if you have been living in Canada as permanent resident for at least three years. Those references in the letter alone are contradictory.

Also, did you submit any application to get a receipt of application? That's another giveaway.

This is a fake address. Also, the Canadian Revenue Agency has nothing to do with immigration.
