This is not a government site. Canada doesn’t decide who is resetttled through UNHCR.

No. To claim asylum, you need a visitor visa to Canada and claim at the airport. Given you are registered with UNHCR, the chances of a visa are almost zero because you have to show funds, ties to Sudan, and travel history. You could find a group of 5 Canadians willing to sponsor you. See the link provided above.
