Hello I understand, but per say I arrive canada a month after my resumption date will I be allowed through even though the LOA has expired, that's my main concern. My study permit approval should be coming soon since it's been 2 months since I did it now

CBSA may ask for proof you are studying since your program has started & deny entry if program deferral does not begin until fall 2024.

If you have applied already and awaiting decision, then it doesn't make sense to apply a 2nd time. Not sure why you would want to do that
If you read the posts. He has to defer to next fall (program started) but wants to come to Canada soon and then change DLIs and start a new program in January. So a) if study permit is approved, he will not be allowed entry almost a year before program starts, and b) he needs a new study permit if starting a new DLI in January. I don’t think OP has a new LOA so it is too late to update file.
