Hello all,

I started working a few months ago, and my employer not issuing the Job letter or contract and I have to apply for the spouse open work permit.

Can I apply for my spouse's open work permit with the pay stubs I got? My pay stubs indicate I am working full-time hours

The employer is under no obligation to provide job letter but it is illegal to demand money of the job letter. Report your employer to IRCC. Are you on a closed or open work permit?
My spouse is on visitor record status and I am on PGWP. So, this means If my employer is not giving a job letter or a contract. How I can apply for my spouse's work permit?

You really need a job letter or contract to prove you are doing the job. Again, you need to report your employer to the police and IRCC for demanding money. You can try with only pay stubs but if refused then you may want to find another employer.
