I’ve passed my high school in 2013 after that i did my job in middle east as a general manager for now can i apply for canada student visa ? Do they accept this much if i prove them that i did work in this whole period ?

Why do you need to come to Canada for post secondary after 10 years. Many colleges don’t accept students with such a gap. So focus on a 4 year degree program if you want any chance.
You can certainly apply. You'll want to make sure your planned education in Canada makes sense in light of your previous education and work experience.
Is your ultimate objective to obtain PR on Canada? If so, then make sure you are planning on obtaining a Bachelor's degree in Canada and not a diploma.

It's possible to justify it if you pick a strong program of study in Canada. In my opinion you would want this to be a bachelor's degree, not a diploma, and at a top university. It may be harder to be approved with a big gap but people have done it. You'll also want a strong SOP to explain your reasons for wanting to travel all the way to Canada to study here.
I got my study permit with 13 years gap but I had a solid SOP and what truly worked out was my course choice. You can definitely get through but you have to provide very solid justification and as with everything in IRCC, one needs some luck too
Was this a post grad program? If not then explain your success with a 13 year gap after high school with no post secondary education. OP has more of a challenge given most people starting university or college are 18-20 years of age but if you were successful tell about your program.
