Visitor visa for Blind

Hello,

A friend of mine is Permanent Resident of Canada along with her husband. She would like to invite her brother, who is completely Blind by vision to visit her in Canada. Her brother is currently 21 age, he is not doing any activities in his home country and lives at home. He is being looked after by his other siblings in his home country. My friend's parents' are currently in Canada with her on visitor visa.

Can someone please advise if it is possible to get Canada visitor visa for someone who is Blind ? and if yes, then what could be possible reasons for invitation which look more realistic and genuine ?

Of course he can apply. He needs to show funds, ties to home country, travel history and reasons to visit. Given his parents are in Canada, all his family are in Canada so ties are weak.

Visit a sibling. He has to show ties to return. His family is in Canada and he is single. He needs to show strong ties to return - school, job etc.

If he is not working or studying and doesn’t have is own funds to support his travel it will likely be very difficult to get a TRV.

Funds are not ties. So he has property and investments in his name? Does he get income for this as he needs to show a reason to return. If he is not working or going to school and his parents are in Canada then why will he return?

He personally needs to show these things. It sounds as though he has minimal ties which will create concerns that he may not leave Canada or try to remain with your parents who may have a supervisa. It is very difficult for people with a disability or a health condition that prevents them from being independent to visit Canada. Are his parents on a supervisa? If he is applying and the parents have already been in Canada for a month there will be concerns that your parents are longterm visitors and want your brother to join them longterm as well. That is likely one of the reason for the visa denial as well as the lack of ties, their own savings, etc. Not all blind people aren’t productive members of society but in this case it sadly seems to be the case.
