I could finally speak to IRCC agent. They dispatched pr card to my windsor address on 18th July. On asking why I haven’t received even after 2 weeks of dispatched, they say some receive in 3-4 days, some within 2-3 weeks. If you don’t receive after 6 weeks then call us back againThat it was sent to correct address and to wait. If I don't get it by 08.23 to request new one.
My comment has been multiple times here that I don't believe IRCC has a consistent meaning for 'dispatched.' Canada post does NOT take 2-3 weeks to deliver regular mail in Canada. I think they hit 'dispatched' on their internal system when they send it to the mailroom, which might take some time, then for mailroom to batch it up etc..I could finally speak to IRCC agent. I called IRCC second time again just to check and f it was actually given to canada post on 18th and she said yes. I still think she just said yes just for the sake of it. Though this also makes me worried a little bit more. I think now either it’s lost or still not with canada post. Their mailing process is not mature and it’s cumbersome for applicants. It's still stupid and should be embarrassing for IRCC, and unfair it makes people worry.
