Yes it’s normal, some offices like Niagara sends E-certificate download instructions before Oath invite. Their tracker should be updated in the coming days with the Oath date and subsequently, the Oath invite will follow

Who all have not received the LPP yet after completing the citizenship test in March?

My office is Scarborough, There is no update after the Citizenship test was completed on 20th March, IRCC customer agents have no clue, replies with their signature reply - Application is under processing times

same boat , test done march 15gh, no lpp update yet

Please check the email address you received the test invite from - if it says MIS that means your file is getting processed at Mississauga office. Hope this helps!

usually they send the email one week before the oath, stay put

No, not the instructions for the ceremony. Everyone receives them about 5-7 days prior to the ceremony by email, and that's what you should expect.
