Sorry, you are right. I was off by a year. It started in 2017.

But your survey is still wrong.

Before 2017, there was no EOI. It was FIFO for around two of years before that. There was no EOI pre-2017. People submitted their full applications on a first come first serve basis. Before that, there were a couple of years where applications were on hold. And before that, anyone could apply who met LICO but IRCC only processed so many per year leading to a 12+ year processing backlog.

You use the term expression of interest in the question and include dates for 2011 and 2016. There was no EOI during these years.

I looked up the history for you.

Until 2011, everyone who met LICO could apply (no caps) leading to the 12+ year wait times for processing. (I remember those very well and how upset people were on this forum.)

The pause for new applications started in Nov 2011.

The program reopened in 2014 as full application FIFO (no EOI).

It ran as FIFO into 2016 (still no EOI), leading to the courier sh*t show / hunger games that many of us here will remember very fondly.

EOI started in 2017.

So there was no EOI from 2011-2016, contrary to what is says on your survey.
