In-person versus online ceremony!

Hi guys. Quick and straightforward question: why would some people be invited for an in-person ceremony and others in the ther hand take part in an online ceremony? Is it about the chance for the official to "screen" the candidate one last time?

I feel its a lottery and people who specifically ask for in-person ceremony.
