What to answer "have you applied for PR before" if your ITA has has expired?

I received ITA and for some reason I could not submit the full application in time. I forgot to decline the invitation as well. So my profile got withdrawn. Later I created another profile and got ITA again. Now when filling questionnaire for the permanent resident application what do I answer to the question "Have you applied for PR before? "

Technically I did not submit the PR application. I just received an ITA before and failed to take action on that ITA. What should I answer to this question now?

There are judgements from Canadian courts about treating you as someone applied for PR only after paying fee.
