I had applied for the Canada Express Entry Permanent Application in October 2019. In the waiting period, I had two babies and added both to them as dependents. But as I did not see any progress in my application, I applied for the GCMS note on May 26th, 2023. As per the GCMS note report received on June 23, 2023 I realized that RFV email was sent to me on 10th Jan 2023. I have not received the RFV email. How can I reach out to IRCC to ask for the RFV email to my email address. I am outside Canada(in USA). I have submitted webform as well as updated my contact details again with my email id. My IRCC log in does not show any update though.

There's no update in GCKey if you are receive a RFV. Call IRCC and ask them to resend the email, tell them that you never received it.
Need to use app like Fongo, 2ndline (https://www.2ndline.co/) etc. reserve a Canadian number and then call.
