I have a NOC-0 job offer in Canada but will I qualify for the CEC program by working remotely from home country and then show that as Canadian experience after 12 months and use the CEC program ?

No. Canadian experience is counted only if working IN Canada. Working remotely for a Canadian company outside Canada counts as foreign experience.
