Can an applicant who's cousin and aunt are permanent residents -- receive 5 points for Adaptability?

I'm asking because for some reason it wasn't taken into account even though it says online that they do.

Cousin- no. Aunt - yes. Is the aunt a blood relation? This is for eligibility only.
