Anyone has an experience for PR with military spouse? Or if you know someone.

I received my ITA Healthcare Draw (CRS-478), I have one question that is not being addressed in the past posts.
1. My husband is in Military and has a passport with Uniform Picture. He has resigned and his decision for resignation is pending which might take more than 60 days (time for which I have to submit documents). He can’t provide No Objection Certificate as it is highly not recommended for Officers to apply for immigration before they are released.
2. His All documents incl. IELTS/ECA is ready. less passport with civilian status.
3. Can I add him post ITA after 60 days have passed when his resignation is accepted ?
4. Any other way to bring him onboard from day 1?
