I am waiting for an ATIP for 4 months now, however, this is for a family members visa rejection. I heard that the processing times for visa related ATIPs are anywhere from 2-6 months.
On the IRCC processing page, they mention that ATIP (Access to Information Act requests) has been impacted by the labor strike. https://www.canada.ca/en/immigration-refugees-citizenship/labour-disruptions.html
Not sure if the delay is applicable for GCMS too or not.

Today is the second day in a row that I tried to call IRCC and cannot enter the quo. I tried several times yesterday and today. A few months ago, I didn't have this problem. It seems they have reduced resources for answering citizenship application questions.
I could finally call them and realized that my office is still Scarborough. I took the test more than 70 days ago. Although in the tracker it shows the LPP are in progress, She said they have not started my LPP yet! I am really lost for words!

Lol I doubt. Did you ask them if your LPP has started or they just told regardless?
Did you make your Oath virtually or in person?
Does anyone know if in-person oaths receive Citizenship Certificates at the ceremony, or do they still have to wait?
