I apply for MBA master and i done pharmacy and i have 6.5 overall 5.5 only in speaking
Tells us nothing. Reasons for refusal? What is your age? What school? Assume a private school like Canada West. How long have you worked as a pharmacist? Country you live? Funds? Why Canada? GMAT scores?

Your IELTS scores are low for a MBA program

Order GCMS notes. What MBA school did you get into with 70%? Think issues are grades too. If IRCC accepts PTE then retake but current scores are too low. Thought IRCC only accepted IELTS but maybe rules have changed.

How can we check sir ircc accept pte bcz my agent say if you done pte with good score u get visa or u need to change course bcz pharmacy and mba there is no connection but mba is for business so i don't think so i choose MBA so is it problem of course . If i do PTE so it work sir thanks

What school? Not UCW? PTE is not yet an accepted test. Only IELTS for study permits.

UCW accept PTE but for immigration we need to get good score in IELTS right sir ? And we get good score then we don't need to change course right sir ?

UCW is a terrible school. No one in Canada has heard of it and it is only for international students. Everyone gets in. That is why you got in to a masters programs with poor marks (70%) and poor IELTS scores. Did your agent suggest the school because he most likely is getting a kick back from the school for you to attend. Just because UCW accepts PTE doesn‘t mean IRCC accepts it. Just improving English scores still doesn’t address poor grades.

So you need to change schools which will be difficult for a masters because your grades are poor. Go to a public DLI. If want to to a MBA, take GMAT. Retake IELTS.
