Experiences with withdrawing and reapplying

What are folks' experiences with withdrawing an application that has been stalled for a long time and reapplying?

Reading the forum, it sounds like working on the backlog is not a priority for IRCC, so if you happen to miss the 12 months processing time, you may be stuck waiting for years for anybody to look at your application.
Also, the new application will be a lot simpler for the officers to process since I spent 5 years in Canada with very little travel and only 2 jobs. If the original applicatoin was sent for a more thorough review and got stuck waiting for a more senior officer, the new one might not have this problem.

So I am wondering if that's better than dealing with mandamus or waiting and praying.

Edit: how long does withdrawal process take and how soon after withdrawing can I reapply? Any special consideration for reusing the fees or getting them refunded?

I emailed the MP, the assistant contacted me and tried to talk to IRCC about my case. For some reason IRCC told them that normal processing time is 24 months, so I cannot complain until mid-June. That was around mid-April, when it was 22 month according to IRCC website. So looks like IRCC employees are really out of the loop on what's going on in their organization.
The assistant also told me that she is getting a lot of these complaints, and she calls them every couple of weeks.

I tried following up with the MP's assistant again, but didn't get any reply. Maybe I will try following up again.
In a week my PR card renewal application will also be overdue, so I can tell them about both issues.

So, yes I did. So far this didn't have any effect, but maybe if I ping them enough times something will spring into action...

Now normal processing time is 21 months. You can raise a webform and inform them that your PR card is expiring. I read a case where they processed the application faster which was on similar lines like yours because the PR card was expiring.

I did send several webforms, including one saying something to this effect in late February.
They usually take about a month to respond to a webform, and the response rarely makes sense. It is some text they copy paste from somewhere that has no relevance to my case and has some links from the website.
I also mention my card expiring and ask about the renewal application every time I call them about the citizenship application. They emailed me some links on how to get a travel document from abroad if I get stuck without a valid PR card.

I guess I can send another one, maybe that one will work, but I doubt it...
