Can I extend my visitor visa after work permit refusal

Hi good morning everyone,
I would like to ask questions its for my sister. Does anyone know if she can extend her visitor visa after work permit refusal?

She arrived in Canada as visitor on November 28,2022 and I invite her and I provide my proof of income and assets,no passport stamp so I supposed she can stay 6 months and it will be this coming May 27 will be her 6 months.

Below is our options:
1. We would like to extend her visitor visa so we still have time to reapply for work permit.
2. The same employer will offer LMIA that is low skilledJob title is FARM LABOURER with noc code 85100 as it don’t have specific requirements.
3. My employer are planning to offer her a job as housekeeping/prepare food. Is there specific requirements for that job or does she need work experience to be qualified?

2. Why was she refused in the first place? Need to address reasons for refusal.
3. Does your employer have a LMIA? She needs to show experience in the job through employment letters or education.

1.what will be the possible reason for refusal if we will extend her visitor visa. Can we reapply work permit while waiting for the visitor visa application?
2.It state on the letter that persons wishing to obtain a work permit in Canada must satisfy an officer that they:
-have complied with all conditions imposed on their entry;
-will leave Canada by the end of the period authorized for their stay;
-are not in a category of person admissible to Canada under the IRPA; and
-are able to perform the duties and otherwise meet the requirements of the job.
I couldn't really understand the reason of the refusal.

1. But is it possible that we can reapply for work permit while waiting for visitor visa or It is better to reapply work permit if we can get new LMIA.
2.Specialized livestock worker, NOC 84120. I tried to search the requirements and it says:

Employment requirements
1.Specialized livestock workers may require a college certificate or other specialized training in agriculture or livestock husbandry.— she has swine management certificate from college
2.Basic farm knowledge, usually obtained from working on a family farm, may be required for employment.—for this one is it optional? Not really required? Cuz we didn’t include her swine work experience and ojt certificate, we upload the wrong file which is just the swine certificate from college.
3. Not really a cook, it will be all around. She will be working with a family home. We don’t know the NOC yet, my boss just open it up today.
4. The previous employer are planning to apply for LMIA with NOC 85100( farm labourer). Do you think we have better chance on this one?
