I am in the same boat. I am at 23 months. The MP said that I will just have to wait. IRCC agents have the same information as the portal which is background check in process and eligibility under review despite all documents and biometrics being given to them. Its saying background check for more than 6 months at this point.
23 months is too long , is medical passed ?

It says that a medical exam is not needed but we will tell you if you need one, maybe because medical exam has been done in the last 5 years. But they asked additional documents twice and biometrics are done too. Its so stressful and worrisome that I am at 23 months and still no hope.

It says that for everyone untill they require medicals. Your app is outside of normal processing. In theory it would have been idea to escalate but IRCC is on strike which affects a number of things.
 
Both ECAS and AST are now showing BG Check In progress for me.
 
I am a outland paperbased PNP applicant . My AR is 2020 October. My current status in ECAS is decision made and medical results received on Nov 14 2022. So its more than 5 Months same decision made status and no update on PPR. Anyone is in same boat.

Medical pass: Nov 10, 22
ADR: Dec 7 (pay stubs, employment letter, almost all the forms again, bank info).
ADR submitted: Dec 14, 2022
PAL: Jan 05, 2023.
Portal 1: March 22, 2023 ( I was not in Canada and had to inform them)
April 15: Sent email to IRCC informing I arrived in Canada
Portal 1 again: April 17, 2023
Portal 2: April 18, 2023
CoPR: May 2, 2023

Now just waiting for the cards...

Congrats on decision made. Does the tracker gove you COPR numbers? In my case, it took 4 months from decision made to portal 1. Hopefully, you will get yours soon.
