Yeah its generally assumed that PAL means Eligibility passed but I do not think anyone is 100% when saying that. PAL imo, is just one of those letters that gets automatically generated somewhere down the line as a form of monthly updates. I genuinely do not think any officer is involved in releasing it. Might come right before MR or right after ADR/MP. You can also expect more ADRs after PAL too. I have seen approved applications with no PAL at all. So, PAL should not confirm anything but you can always verify if your eligibility's passed by either contacting them directly or getting GCMS notes.Hi, I have heard that getting PAL means Eligibility passed. I hope you get the ITA soon. If you do, what will you do with your non-Express Entry application? Have you explored the possibility of getting a full refund?
I'm in the same situation. I submitted my application for non-EE on Dec 2022, and I got my ITA for EE 10 days ago. I'm uncertain about which application to proceed with
Can I get a full refund? I do not think I can after AOR..... So I will be putting my non-EE on the side. I heard I can get a partial refund after one gets approved. But I have 60 days after ITA to kind of decide. My nonEE might get a significant progress in the mean time, who knows. Even with EE, you have to wait quite some time to get it approved anyways....... so its like whichever wins the race for me that is LOL.

Hey I have same offices, as primary and secondary. I am not sure If they are slow. Delay happens if there is transfer between agents that between primary and secondary offices. .

I would say as per timelines think of the application getting to PR in 11 -12 months from AR. some applications are fast but for others that's the timeline.
