Background verification.. still showing in progree.. biometrics and eligibilty completed ( 19th April)
Visa document was already there in the tracker.

on 19/04 the ircc tracker changed (bio and eligibility completed ) backround verification still in progress
but without any visa number or visa information
it means refusal soon ???

As per my understanding what I found from here visa number etc only goes change in tracker after the getting bvl. So stay positive
same status as mine. no BVL and everything else completed except BGC is in progress. This shows nothing as refusal or approval

then in the 2nd update when you received BVL the visa number appeared ???
