CEC in Quebec

Hello, I currently Live in Montreal, QC. I am working as a Full time Professional in Montreal. Can I apply for CEC while living in Montreal, as I have a full time I am not willing to move to other Provinces, Will I be eligible to apply for CEC having a Quebec Address?

Please suggest me a way other than CSQ.

CEC isn't an option if you're not willing to move to another province. You'll need to apply through a Quebec program.
