Current status: eligibility and background check in process.
It's been over 9 weeks. There has been no other update or additional doc request.
Is this normal, and should I be worried?

Applied on 19 January, Biometrics completed on 22 January. No updates so far. I've applied from Kuwait.
My nephew in very bad situation. Applied July 18 for SDS from Pakistan. That was for 2022 Intake. Had it deferred to 2023 intake. But still in same position. background verification in process and eligibility not started. Using data from newly launched application status tracker

Upfront medical exam
Biometric ( 19th December 2022) because I’ve already applied for trv but I withdraw my application because there was a mistake.
12th April- medical updated, bvl letter and ppr too

Hey @sundial_tenable0f! This is a not normal "normal" for the last couple of years. In 2022, many people were waiting on average for 20 weeks for their applications to be processed. But you should not be worried as there is nothing you can do except for being patient and waiting. Your application is within "not normal normal" processing time, so hang on in there!
By the way, which date did you submit your application in January and from which country? Are you a family applicant (those usually wait longer)?

Yeah... this is how it goes. You application @kungFUpanda is one month earlier than ours. 2023 is starting to look so similar to 2022.
Hey @hs202! As much sad and frustrating as the situation of your nephew is, I know of at least two cases last year where people had received their PPRs after over 12 months of waiting. That said, there are a few things you can do:
1. Send a webform to the IRCC - in case they send you a reply (even if it is a standardized general reply), it would mean that your application is in order and under their review. That'll give you some peace of mind.
2. Talk to a professional lawyer or an immigration advisor - if the processing time of a given application exceeds the normal processing time by two or three times, the applicant is eligible to "force" the IRCC to release their decision by law. There is a legal procedure for it and a lawyer can help you with that.
3. Withdraw your application and re-apply again with a fresh updated application. However, the new application may take another 2-4 months to be processed, which would make your wait time the same as if you wait until July 2023 and make it a full year of waiting on your original application. And I, personally, do not believe that any study permit application would be processed more than one year. I have not heard of a case like that, personally.
4. Wait for a full year on your original application.
I wish the best outcome for you on your application and wish you to receive your decision soon as a family!

I submitted my application on Jan 17th! I applied from an East Asian country. I'm not a family applicant.
I wonder if it is because I have a pending prior application waiting to be withdrawn...
This is actually the second application I submitted. I submitted the first application and realized there could be some adjustments made to my study plan, so I sort of panicked and sent a Webform to withdraw this first application.
They told me I had to wait for at most 16 weeks for a decision on the withdrawal.
Do I have to wait for a decision to be made to this first application before I could receive further updates on the second one? I tried looking up this information online but couldn't find any..
Also, is it usually a good sign that the application takes longer than usual? I assume if I were to receive a rejection, it would've happened in the first few weeks after the submission.

Was it their suggestion for you to wait for the decision on your fist application for up to 16 weeks? Withdrawing an application is entirely your decision and you can withdraw your application any day after submitting it.
Generally, it is never a good idea to have two study permit applications in progress at the same time. The IRCC states it clearly that that might cause the delays in processing of both applications and both applications might be refused in order to avoid any confusion. If you feel that your second application is stronger than your first one, I would suggest you to withdraw your first application and to wait for a decision on your second application.
The length of processing time is not an indicator of the decision on your application. There is an equal chance of receiving an approval in five days as there is of getting a rejection in the same amount of time. The same goes for 20 days or 20 weeks. The processing time really does not correlate with the decision in any way.
It may well be that your application is delayed because you have two applications in progress or simply because your application is in a long queue of other applications. You'll never know. The only thing you can do is to prepare and stick to your best application, let the IRCC do their magic and wait.

Yeah the instruction online was to withdraw an application via a webform. https://secure.cic.gc.ca/ClientContact/en/Application
We can't withdraw an application from the application portal itself.
I used the webform to raise a request to withdraw the first application, but it wasn't withdrawn right away. It was at the processing office's discretion to decide whether the withdrawal request was approved, which could take up to 16 weeks.
Therefore, I am wondering whether they would just "park" both of my applications until the 16 week mark was nearing.
