Brother applying for work permit

Hey everyone.

I'm a PR in the process of getting my citizenship. I have a 23 year old brother who would like to come stay with me for a while in Canada. We're of Dutch origin so generally speaking there's no issues coming into Canada and staying up to 6 months.

My question is. Is there any work permit he could potentially qualify for and stay longer? We have a house big enough for him to stay with us and I can easily support him financially if anything ever was to happen.

So he is a Dutch citizen? If so look at IEC program. Gives him a year long work permit.
