Is it possible to get PR without a valid passport?

Hello everyone,

Here's a little background to my situation:

I came to Canada as a student in 2010. After my studies I applied for the Quebec csq. But at the end 2011 there was a coup in my country so I couldn't go back so I made a refugee claim.

In the meaning time, while waiting for my hearing date, I got my csq at the end of 2012. I then did the federal part of the PR application process and sent it in, in the summer of 2013. I did the medical test, paid the fee and then they asked me to send in my passport. I told them that it was seized when I made the refugee claim and sent them a scanned copy of the notice of seizure. They then told me that they could not process my application for PR any further. I then waited for them to refund me. But they never did. This was in the spring of 2014.

In the summer of 2015, pretty much a year later, I received an email telling me to do the medical test. I thought it was a joke since they had already told me that they would not process my application any further. But I did it anyways. A month later they asked me to send in my passport. Again, I told them that it had been seized because of my refugee claim. Since then I haven't heard anything back from them, and this was in September 2015 and we are now in January 2016.

What is going on? Has anyone ever experienced anything like this? Also, is it at all possible for them to give me PR without a passport? The one that cic took is expired by now and there is no way for me to renew it even if I wanted to. My country is stable now and I'm going to have to go back soon because there is no way that I my refugee claim will be granted. I was kind of hoping that some people were given PR without a passport, that way, if there's precedence, I know there's a possibility of them giving it to me.

Please help, any suggestions would be greatly appreciated,

You need a valid passport in order for PR to be approved.

When seeking asylum they seize your passport they should not be asking for the passport for PR for asylum seekers
