Urgent: can I file for my eAPR as a tourist, outside of my country of residence?

Hello. I am from India and I am traveling to the US for one month. I have an ITA but I was wondering if I can file for my eAPR while I have a tourist status in the US? I am planning to leave pretty soon and waiting for my Indian PCC to arrive in the post. Once it arrives, my family will send a scanned copy to me. I'm also thinking about doing my medicals in the US as well because I have severe claustrophobia and the clinics in India are extremely crowded. Therefore, I am happy to pay a bit extra to get my medicals done in the US. Can anyone tell me if this will be an issue for the Canadians? Is it mandatory to apply for eAPR from country of residence? The thing is that I don't have much time left in my ITA and I am leaving for the US soon.

I can also provide IRCC with a LOE that I am only in the US as a tourist and once I arrive back in India, I'd send them a copy of my boarding pass, and arrival stamp (thru webform) to show that I am back in my country of residence. Can someone please tell me if this will mess up or overcomplicate my file? Will my file be returned, despite having all the documents, just because I applied for an eAPR outside of my COR and as a tourist in the US?

It is not mandatory to submit your application from your country of residence.

Also, you can do your medicals wherever you want, as long as it is with a panel physician. Be aware, though, that they might not have available slots

Thank you very much for the information. Could you please tell also tell me if this will cause any delays to my application? Because IRCC might ask why I am not choosing to apply for my home country and applying from a country where I have a tourist status. I hope it's not too much of a big deal.

IRCC doesn't really care where you are when you are filling in the forms, so they won't ask you why you did it that way.

Thx. I was worried that they might assume that my country of residence has changed and then they might ask for another Indian pcc which is a very difficult task.
